Mission

To foster collaborative, solutions-focused dialogue between ACEC-NM and New Mexico’s local government partners — NM Municipal League (NMML), Department of Finance & Administration – Local Government Division (DFA-LGD), New Mexico Environment Department – Construction Programs Bureau (NMED-CPB), and the Professional Technical Advisory Board (PTAB). The committee advances effective project delivery, transparent funding, and sound procurement practices that strengthen municipal infrastructure across New Mexico.

Purpose

• Serve as a consistent forum for communication between ACEC-NM and local government partners.
• Identify and resolve systemic challenges in local procurement, funding, and project implementation.
• Clarify expectations regarding policies, technical standards, and program requirements.
• Offer industry input on municipal infrastructure funding programs, procurement processes, and project delivery practices.
• Promote Qualifications-Based Selection (QBS), professional practice, and impartial advisory support for local governments.

Objectives

1. With NMML – Strengthen municipal leadership’s understanding of engineering issues, provide technical input on legislative and policy matters, and support training/education initiatives that improve municipal management and infrastructure planning.
2. With DFA-LGD – Collaborate on fiscal oversight and the proper use of public funds; provide feedback on budgeting, capital improvement planning, and reporting processes to enhance efficiency and transparency.
3. With NMED-CPB – Engage on water, wastewater, and solid waste funding programs; share industry perspectives to improve grant/loan administration, project delivery, and long-term sustainability of local infrastructure.
4. With PTAB – Support the volunteer technical advisor program, ensure fair and transparent procurement under the NM Procurement Code, and promote awareness of QBS practices across local public bodies.
